Enhancing Ticket Management: Allowing Inactive Staff to be Added

Currently, the system restricts modifications to ticket assignments or staff if inactive staff members are associated with a ticket.

This effectively blocks changes to ticket staff members if an ex-staff member is on the ticket. We have therefore relaxed that validation.
