Ensure Ticket Creator is Assigned to Their Tickets

Currently, tickets created by staff users aren't automatically assigned to them. This fix ensures that when a staff user creates a ticket, they are automatically assigned as the ticket owner. This enhancement will improve accountability and streamline communication within the ticketing system.
