Email to delegates of a support ticket

When a delegate is granted access to a Support Ticket, I found it does not email them when responses are posted to that ticket. Hence they must constantly log in just to see if someone responded.

Please add the ability for Upmind to email the owner AND all delegates that are connected to Support Tickets.
