Add Description Fields to Payment Gateway Configuration Options

We’re improving Gateway Settings by adding detailed descriptions to each Provider

This provides descriptive help for each payment gateway provider in-app and also context for specific fields.

This is particularly needed for providers like Stripe where there can be a handful of settings that require concurrent options ticked within Stripe.
