Reclassify support filtering into local storage

We initially stored support management filters in the URL, so that a URL could be passed which would then filter the ticket views, and the views would be maintained with back/forward buttons in browser.

However this led to unintended consequences such as:

1) Users using their filtering settings when sharing links

2) Support URLs being very long and unwieldy.

A small update on Upmind which cleans up support page URLs. Now, instead of storing all your filter selections in the URL, we're keeping them neatly organised in your browser's localStorage. The only thing we keep in the URL is pagination.
